I just suggested a similar thing but more structured to someone who writes
manual translation support software (that's what I call it, the insider's
name means nothing to me).
Write your software so that every translated phrase goes into a common
database shared by thousands of translators working on different texts all
over the internet. Then suggest translation for a phrase using the most
common previous translations.
It's machine translation without the machine.
