In the world in which I inhabit, it is supposed to mean
to use the people, plans, products, or processes that have
been used in the past, for a new project.

I call it what it is, swiping something that someone else
has done, you know, stealing. As I say to my cube mates,
when I return with some additional office supply,
"I'm just redistibuting available resources"!

This is marketing and HR jargon, but it *does* have a meaning. It's
shorthand for "make more efficient use of what you have."
