It shouldn't be a problem. I would recommend looking into video formats (.MPG,
.AVI, or maybe the Windows Media formats, which I know very little about).
Although www.vcdhelp.com is more geared toward movies than toward business uses,
they do have lots of info on some video formats that would allow you to fit 22+
minutes of video on one CD at near-DVD quality.
One thing to be aware of is that some of those formats, like SVCD and DivX,
require special codecs that your audience may not have installed. You'd probably
want to go with a format that anyone with a halfway up-to-date Windows Media
Player can handle.
