It's easy! Open your GIF file in Photoshop. Then create a new, empty
layer. Drag it to the back, using the Layers palette. It won't allow you
to drag the new layer behind the background, but that's O.K. Then, making
sure you still have the new layer selected, select the Paint Bucket tool,
and choose the color you want. Dump the paint into your new layer by
clicking the bucket.
Since it's a GIF, you may have colors limited to those already in the file.
I'm not sure how to increase them, but maybe this will get you started.
