In Gfx software I call this a Tool Palette. A palette is a window with
tools. I might also have a Color Palette and a Gradient Palette, thus the
main "tools" palette is indeed the Tools Palette.

For branding and translation reasons that are too long to describe here, we
need to change the name of the window in our application in which users
choose what they want to do (essentially, it's a menu, but since menus are
something else altogether in this application, we can't call it that).
It's been called the XYZ Toolbox for years, but not only is it not a
toolbox, that name no longer works in French with the rebranding.
Administrative Tools window is one suggestion we've heard so far, but it's a
bit long in a procedure ("in the Administrative Tools window, choose...).
Admin Tools window, maybe?
