Would content management tools, such as Participant Server, help you do what
you want to do?

Basically, the content management tools allow your design people to maintain
and update the templates for the pages in one place, your content providers
to enter content in a point and click interface, and whoever manages your
web page to set up a workflow for creation and approval of content.

The only reason I mentioned Participant Server is because that is what they
use here for our Internet pages.  I have no idea of what other Content
Management tools are out there.  It's a new interest for me.  I have only
seen it demo'd; I haven't used it yet.
