It's the "say it this way" guide -- toolbar vs tool bar, radio button
versus option button kind of stuff.
You might want to look at "The Windows Interface Guidelines to
Software Design". It has a section on User Assistance (CS help,
tooltips, status bar help, wizards, etc...), though it doesn't address
your specific question above. My copy is copyrighted 1995 ("Covers
Windows 95 & NT!") -- I don't know if it has been updated. I'm not
necessarily a proponent of MS, but, as it has been said before, if
someone else goes to the trouble of making up rules, there's no
need to reinvent the wheel...
