This is simply, answer these questions:

What is your goal of a web presence?
What do you hope to achieve? What information do you need to present to
fulfill that goal?
How much money do you have to do this?
Why would people come to your web site?
What would they be looking for?
How soon do you need to have a site up and running?
Are you prepared to develop the site and maintain it or will you outsource
it?
How much will it cost to do it in-house vs. outsourced?
Who will develop the content?
Who will design it?
What will be considered success?
How will you measure success? Hit counters? Web site analysis?

You're writing a project plan. Don't worry about how other companies have
designed their sites. That is irrelevant right now. A high-level strategy
document needs to answer basic business and technical questions, not
compare colors and fonts.

Also, don't obsess over organization. Once you have answered these
questions, organization will be a lot easier to do. You can't organize
components you don't understand.
