Estimating review time

Does anyone have a formula for estimating how long
it will/should take a developer to do a technical review based on the number
of pages? Also, just to make it interesting, the majority of my SMEs are not
native English speakers. I have seen the following suggestions:

At least 48 hours for even a short document
A week for anything over 20 pages
Give only a few sections or chapters at a time

I've also seen the following for Editing rates, but this seems focused on
"editorial" editing:

Substantive Editing--heavy editing with editor rewriting and reorganizing:
One page an hour

Heavy Copy Editing--extensive, single-pass edit, some online editing and
writing: Five pages an hour

Incorporating Mark ups--working with marked up manual to make changes and
interviewing developers, only concentrating on changes: 1 hour per page
changed

And so on--do you have any ideas??
