If you know HTML and are accustomed to hand-coding, stick with HomeSite.
If you've mostly used WYSIWYG editors, FrontPage is ok, but tends to write
"creative" code.
FrontPage does make it easy to move and maintain links, but that's not
rocket science anyway.
I use both, although the HomeSite version I use is an old freeware
version. The current one is much more robust, and may have some link
management tools.
Also consider Dreamweaver - it writes clean code, handles links well, and
does a fair job at providing a WYSIWYG interface.
