Online help for Linux application?

Honourable members,

Can anyone outline (or point to a web site with) the options for delivering online help for an app running on Linux? My considerations so far:
- HTML is good but a pain to do the nav system in JavaScript unless I restrict the browser
- Is there a PDF viewer for Linux (I hope not!)?
- JavaHelp is an option, but I'm not working on a native Java app, so it would be a lot of overhead (loading the runtime).
- Is there a native Linux system? Preferably with a viable workflow from Frame or HTML.
