Two things jump out at me on this issue. First, you have an SME Engineer making
this claim that the repetition is numbing or boring the readers. Is there any
objective data to bear this assertion out? You have one person making a
specific claim. Can you test the assertion (or have the complaining SME test
it) for validity?

BTW, I can imagine a scenario where repetition would be necessary. If the
overall procedure is comprised of sub-procedures that can themselves be
executed independently of the overall procedure, you would need the cautions in
all the places where a user would enter the sub-procedure without having
started it from the beginning.

The second issue that I noticed is the question of legal liability. Just
because it's bad writing (if it is) it may be dictated by your corporate legal.
Be they drones or splendid legal minds, you are well-advised to follow their
legal advice. Otherwise YOU risk exposing the organization and yourself to
consequences you, and they, would rather avoid.
