HTML Tidy, available for free (see http://www.w3.org/People/Raggett/tidy/)
has a "Strip surplus tags in Word 2000 pages" tool.

I have not used this particular HTML Tidy tool, but the other tools it
contains that I have used -- "Convert to XML", and "Convert to XHTML" work
very well.
