Well, there's <http://access.adobe.com/onlinetools.html> but it appears 
not to handle ligatures or hyphenated words well. The result would also 
need to be reformatted and proofed. It's mainly intended to provide 
results that are good enough to use in a text to voice system.

There's Recastor, which I have not tried:

Freeware pdftohtml v.0.31 (test version): 
<http://www.ra.informatik.uni-stuttgart.de/~gosho/pdftohtml/>

That should be enough to get you started.
