For users I like the phrase "not allowed" or
"prohibited." For developers, Microsoft says:

Specifies a cursor which indicates that a particular
region is invalid for a given operation.
For example, this cursor appears during a drag and
drop operation to indicate regions in which a drop is
not allowed.
