Web-based training

I have been asked to do some web-based training for our sales people.
Initially, it will be available on the Intranet, with plans to expand it
later for resellers, technical services, and customers.

I have created training materials before, but not WBT. I did search the
archives, but didn't find anything relevant to my dilemma, so I am hoping
some out there can help me.

So...

Keeping in mind that my budget for this is EXTREMELY limited (I have to
pretty much use the resources I have), what tools/books do you recommend for
this kind of work? It looks like I will have to create the training in Front
Page--any tips/tricks I should know about? I have investigated some books to
help me get started, and was thinking about buying the Horton book, but from
what I can tell it describes theory rather than practical solutions--will
this be the best use of my time/money, or is there a more practical approach
I can take? Does anyone have any examples I can look at that have been
created in Front Page? I did poke around on the Web looking at some WBT, but
most examples were created with specific tools, and I doubt I will be
allowed to spend any company money right now.

Keep in mind that the company approach to training so far has been
Power-Point presentations created by the engineers. Anything I do will be
better than nothing at all, but I really want to do something I can be proud
of within the limits I have.

We sell Telephony products (mostly hardware--COT and RT equipment, channel
banks, etc.) with some software.
