If you're not looking to make money with your article, you might look into
publishing in one of the STC Special Interest Group (SIG) newsletters. I just
had two articles on using JSP in online help published to the Online Help SIG
(email me for the URL if you're interested in reading them). The newsletter
announcement is being mailed out over the next 40 hours to 5,500+ technical
writers who are interested in online help technologies. How much more targeted
an audience could I have found?!?
