Hello fellow tech writers, my municipality is posting meeting agenda,
minutes and reports for the public on the web in one large unwieldy PDF. The
original files are in Word and PDF.

I want to link the agenda items to the relevant reports using PDF files. Is
it possible to create links within a PDF file (agenda items) to another PDF
file (reports). Is this process relatively straightforward as I will be
training the city clerk staff to prepare the docs for the web.
