She wants it to appear in a certain physical size at a certain res. We did
the calcs...

Additionally, she is talking about resizing the window at the different
res's to get the right size.

At least on my computer (and all other others that I
worked on before) when I change the screen resolution the
physical size of the single windows of any application
adjusts as well. So e.g. if I start swith 1024x768 and
a window has a widths of e.g. 3 inch.
Then I change the resolution to 1152x864. The window
widths adjusts accordingly. So if I take a screen shot
the graphics will have the same pixel dimensions no
matter with which screen resolution I start.
