Thanks to the three individuals who responded to my query about the misbehaving JavaScript problem (two to commiserate, one to offer a suggestion that didn't pan out).
The culprit was nested framesets. The app itself comes up in a frameset; the help applet comes up in a frameset inside the app frameset. I simply added a nested frame reference (`.frames[1].~) and all worked like a charm.
