No completely.

True. But all you need is Word, the Help compiler, and Paint in order to
create online help with graphics.
If they learned it the hard way with RTF in Word, it'll make the
transition into RoboHelp/ForeHelp easier, because they'll understand
what those tools are good for and how they are helping you.

Exactly. You can get the fundamentals without a HAT and without FM, PM,
or other fancy layout packages.
