Probably a better choice for creating scripts and the like is Dreamweaver.
It also has better web management tools than Homesite does as well. When I
did my thesis work on PCOSupport.org (300+ Pages) I started out using
Homesite and then moved to Dreamweaver. Templates can created and used when
you need to create for different areas of your web site.

For images, I've used Photoshop. Its worked well for me, and if You add in
Image Ready it does a decent job as well.
