Pair Kern in Frame vs. kerning in Word

In Frame you can select Pair Kern in the Paragaph designer Default Font tab.
The user manual explains that pair kern adjusts the space between two
characters in the same word. Does anyone know what the difference between
this pair kern and, say, selecting to kern at 14 pt in Word?

The Frame User manual does not say how much it adjusts the spacing, but I
imagine that it takes into account the differing size of letters. I believe
it is selected by default. When would you not want to use it, after all?

The Frame manual also tells me that Pair Kerning also turns on ligatures,
such as fi and fl, in printed documents. I looked up ligatures in Webster's
and read "a printed or written character, such as ... or ff) consisting of
two or more letters or characters joinged together." I assume I would need a
keyboard combination to create a ligature?
