This is a manual job, you can use word's draw facility or visio or any
flowcharting package. You will have to analyse each single escalation stream
and document. If you are lucky there will be generic steps you can doco sep
as their own topic.

An excel guru may be able to help with some pivot table formulae to give you
the steps in order, but really cut n paste n rewrite as a flowchart is the
only way.

I have some inputs in an excel sheet for escalation
matrix on project issues. The issues are divided
application / region wise.

I need to develop a flow diagram for the escalation
