It is
likely the people they are sending you are grand slam losers, so they
sanitize their resumes to make them look better.
The agencies may also be giving themselves room to "bait-and-switch" candidates by removing details from the resumes. The agencies may be presenting representative samples of candidates to you rather than resumes of candidates who will actually work for you.
