If you are using FrameMaker with the FrameMaker-to-Acrobat
TimeSavers add-on, another approach is to have a single FrameMaker
file with cropping commands embedded in the pages to be 11x17".
These can be placed directly in the text flow or anchored frames,
to avoid having custom master pages (which have to be reassigned/
checked when the document is updated).

A sample document prepared this way is available in the Showcase
section of my web site. I haven't tried printing it to a
dual-tray printer with 8.5x11 and 11x17 page sizes.

The full version of Acrobat 5 has a tiling option (through the
Advanced button in the Print dialog box); it is also possible to
simulate it and create custom PDFs for use with all version of
Acrobat/Reader (again through the use of automatic cropping).
These can be linked directly to each of the larger pages.
