Didn't want a debate on time zones but...

Was the year 2000 (or 2001 for the mathematically correct) marked at exactly the
same time worldwide?
Was that event diminished? No. The marking of the event was expanded.

Also to consider:
How many people would be bothered to calculate local vs. GMT?
What good is a candle in daylight?
How many would you expect to be out with a candle if local time is 2 am
It won't even be done at the same time in the U.S.. The U.S. spans time zones.

19:00 hrs local time worldwide seems perfect to me.
Consider it as "The flame that traveled around the world." or
"Passing the torch."
