Sure Front Page using the "Include Page" feature, and it 
does not require extensions on the server.

You can use it to insert a page inside of another page, 
in a table cell, at the bottom of a page.

But it is a phenomenon of edit time, not delivery time,
right?  If pages A, B, and C include text from another
file, and you change the other file, don't you have to
at least open and re-save A, B, and C?
