I use Amaya at home. The interface is a little strange, but the HTML does
seem clean enough. (I use FrontPage at work, but I spend more time mucking
around in HTML than I do in WYSIWYG mode. I let FP handle some of the more
tedious administrative details.)
If I recall correctly, Amaya isn't just free, it's also open source.
