I sucessfully developed a small WML app using the free Nokia WAP toolkit
available at http://forum.nokia.com/main.html so that's worth a look.
Can't help with a frame plugin I'm afraid!

I need to find a tolerable WML editing software to create my first pages.

(Of course, what I really want is to get a plugin for Frame, but I haven't
