Might I suggest looking into one of the many technical documentation
consulting firms in your area or around the country. Many of these firms
specialize in providing outsource documentation services that can be used
on and off according to need.

My firm works with numerous high tech companies in just this manner. They
outsource projects to us as needed to fill interim demand. When the
project is over, we deliver the goods and move along. Many of our clients
have reduced the documentation expenses considerably by doing this as they
can more finely control expenses without sacrificing quality.

However, do your homework. There are a lot of consulting firms that are
obsessive about particular tools and methods. They will try to force you
into using their methods which may introduce overhead and expense. As with
any outsourcing arrangement, there must be clear leadership and direction
setting from within your company. Don't let the consultants lead you down
a path just because it sounds good.

Also, work with companies that have established client bases. A
contractor with no clients may get desperate for work and take a long-term
engagement and then not be able to help you later. An established firm
will retain the knowledge and experience of your company in-house and can
provide you a wider variety of services.
