You stay on top of it.

Writing and delivering a FAQ is essentially the same as any other technical
document. You determine what the Frequently Asked Questions are (info from
your Support department is a good start), find the answers, and write them
up. What tool you use depends on delivery... print, PDF, HTML, whatever.
Some people serve the FAQ up via database with an ASP front-end, others list
them out in old school fashion. Regardless, they are maintained like any
other technical document.
