Tina:

Your firm should consider maintaining its documentation within the context
of a good configuration/version control management tool (well beyond MS
Visual SourceSafe). Even with such a tool, multiple hands inputting changes
will be a hard show to manage.

Your position sounds like the tech writer equivalent of trying to break in a
tireless wild horse. Lots of luck, partner!

If your firm ever seeks to become CMM compliant (required of more and more
federal contractors even outside the Defense area), they will have to move
beyond level 1 chaos.
