It would help to know the context. If I had to guess, I'd
guess it is a non-technical, narrative summary of technical
specifications written for non-technical managers. For example,
a manager might need to know about the significance to
the business of a particular technical implementation,
without needing to know the low-level technical details.

But I've never heard the term before, either.
