Management often have somewhat limited communication skills. Part of this
can be a total inability to chunk information in any meaningful order, yet
they have decisions and opinions to share. Thus, the reports they want to
read are long, rambling, informally-written formal references, or management
narratives.

Padding, pomposity and minor obfuscuration are required skills.
