Adobe Acrobat, not the Reader, can import TIFF and output PDF.

Optical disks are typically made of glass and are, in many ways, very
similar to CD-ROMS. Information is "burned" onto them with a laser that
actually makes a "pit" in the glass. I last worked with them about 10 years
ago when costs for hard drives were huge and optical media were seen as a
less-expensive alternative for data storage.

Finding a company (they were prohibitively expensive) that still has optical
disks and can read the physical type of optical disk you have is not going
to be easy. You might start with the manufacturer of the optical cartridge
that you have - the company may be able to offer such a service or the name
of someone who provides this service.

Getting them off the disk is one thing ... getting them into a different
file format is another (and should be easier). There are several software
programs that can convert files from Tiff to anything else.
