Authoring in HTML and trying to spin print out of it is a messy approach.

Dreamweaver is excellent for HTML authoring, but I don't suggest you try
aiming for print with it.

FrameMaker is great for print, but HTML can be cumbersome. WebWorks
Publisher does an excellent job at churning out clean HTML from FrameMaker,
but there's a lot of overhead in initially configuring templates and styles
for the conversion.

There are many, many other tools out there as well. I think the question you
really need to ask is what outputs do you really need and why? Everything
else should fall into place from there.
