I reading a clash of personality into your situation, if I am right,
equality with the Dev manager could add to your problems not resolve them!
Sorry for having to say this but your ideas imply an over inflated feeling
of the documentation's position within a company's product range.

Regardless of how you look at it, the documentation is an integral part of
the overall product, it is not a separate product. I have never heard of a
documentation team making demands on a development team, you make it sound
like a conflict. Documentation in my view should come under the control of
the Dev Manager, the same as the software does or any other part of the
final product. The senior software staff have to do the same juggling act
as you. If you were granted your wish and promoted I believe that would
then open the door to senior software staff wishing for parity with you.
How long then do you think it would take before the managers outnumbered the
workers and release of product went out the door.

If you have real problems with the Dev Manager you need to sit down with
that person and resolve them, you need your responsibilities confirming by
him and you need to get him to buy into your ideas, equally you may need to
buy into his ideas. Whatever, the situation needs resolving and equality
with the Dev Manager is NOT the answer.
