Per a friend who was a recruiter, a "fair" cut for an agency ranged from 12%
(the "friends" rate of 7.5% for SS and 4.5% to pay for doing the
withholding) to 20%. Anything higher than and he cautioned me to be
suspicious of the agency.

Was the agency paying the temp's taxes (witholding, SS, state, etc.)? If
so,
thenn the agency wasn't really getting 45%. Some agencies give value back
to temps/contractors in some way; others do nothing more than act as
employer of
record to run the money through.
