Microsoft Help workshop for WWP

I am trying to help a friend create WinHelp files using WebWorks
Publisher. (We use it for HTML, so I'm a bit rusty on the WinHelp side
of things.)

I seem to be missing the Microsoft Help Workshop compiler. I thought it
came with WWP automatically, so I reinstalled my WWP software, with no
luck. So then I spent a LONG time searching through various web sites
trying to find a free download, again with no luck.

Can anyone out there help?
