Julie asks: "are there any pros/cons to having each tech writer in an
organization report to an engineering manager, instead of having a tech pubs
department?"

Well, I can think of one drawback - inconsistency in documentation. Although
it'd be great to have each writer assigned to a particular project and
accepted as a member of that project's team, it's also important to have a
direct documentation report... someone to make sure writing issues are being
addressed globally, someone who keeps every writer on the same page with
regard to style and templates, and someone who can also manage/budget for
future writing needs.

I think it's great that you have engineering groups who want their own
writers, but I also think that there needs to be some way of organizing
these writing efforts so the end results all look and read the same.

So... order up one cat herder. ;)
