Links at the top and left of form;how to name them

In the beta version of this database application I have a main menu listed
in a pane on the left side of the application (this makes the application
look like a web page with the same links listed on the left on every page).
These links expand so that when you click the link, (1) you are taken to the
new page and (2) you can see all pages that are linked to this section of
the application.
In both the production version and the beta version there are two rows of
items across the top of the page. The first row Microsoft's Style Manual
says should be called buttons even though they don't look like buttons and
the second row MS says should be called links. They are links to the pages
within that section of the application. These buttons and links were
controls that were created before the developer thought of making the
application more web-like. The links at the top are the same links you will
get in the next version when you expand a link on the left. I hope I am
being clear that the users are currently have only the 2 rows of controls at
the top but that soon they will have another group of controls on the left.
About 6 months ago some asked what to call the top row and left list of
links. It looked like we settled on the name "top row of links" and "left
list of links" as in 'choose Close from the row of links at the top of the
screen'.
The developer wants to call the links across the top Navigational Links. He
doesn't seem to be thinking about the links on the left in the beta version.
My complaint is that people are more likely to think of the list of links on
the left as their Navigational Links. I do not want to introduce the phrase
Navigational Links to this group of controls.
Do you have any suggestions about other names for these two sets of links in
the beta version so that we can introduce the top row of links with a more
appropriate name?
