It seems to me that the question here is:
Where do you file your taxes?
1099 tax status is called that because that is the number of the US tax
document that your clients use to report your income. 1099 is a creation
of the US Internal Revenue Service. Unless you file your taxes in the US,
you can pretty safely ignore it.
The only time you might need to worry about it is if you are Canadian,
living in Canada, but your clients are US entities. If that is your
situation, you should check with an accountant to see if you also owe taxes
to the US.
