URGENT HELP NEEDED

We are generating Print and PDF output from QuarkXpress Passport 4.1 (we've
tried this on both PC and Mac platforms).

The Quark files contain only EPS graphics (with TIFF headers). Some of these
graphics are actually (Hebrew) text (as curves, so the language and content
don't really matter) and some are graphic illustrations.

When the files are sent to a PS printer, the hardcopy printout looks great.
When we try printing to a PS file and then the Distilling, the resulting PDF
is a case of the-closer-you-get-the-better-it-looks (in this case it looks
very good zoomed to 1600%).

When generating a PDF from the PS file from which the EPS was converted (in
CorelDraw), the output is excellent. The PDF of the EPS alone (not from
Quark PS output) is the same inferior quality as the Quark PDF output.

Some of the things we have tried:

- Generating the original EPS without the TIFF header (I would have used the
original PS files, but you can't place PS files in Quark, except as text).
- Turning off all compression (in the Distiller job options)
- Preserving OPI comments (all over)
- Printing in both ASCI and Binary modes

We still have PDF text that is smudgy at 100%, legible at 200%, barely
passable at 300%, etc.

What is it about the EPS that makes the PDF output so much worse than output
from a PS file?

At this point all knowledgeable input is appreciated.
