Perhaps, but I can tell you that the classification does exist. I've promised
the info to someone off-list, so I'll "cc" the list when I look it up.
Immigration/Customs at airports and getting into Canada are one thing, the
border crossing at Lacolle QC is quite another. I've had my passport confiscated
until I was interviewed, been interrogated by the inspector, and received a
different response each time as to what visa I require and under what
circumstances. It also doesn't help to know the relevant rules. Each U.S.
Customs inspector seems to be a law unto themselves. If they don't like you they
can ban you for 2 yrs and <<THEIR>> interpretation of the rules is the one that
counts if they want to push the issue. It has happened to one of our engineers
and until HR started getting all engineers T1 (or is that TN?) visas (completely
unnecessary for plant visits and meetings) we had engineers turned back at the
border.
