I think that HTML would offer the best solution. Use frames, on to display
the PowerPoint HTML output, and another on the side with the text, allowing
users to scroll through the longer text pages. You could go in and edit the
HTML links on the PowerPoint slides so that they changed both frames,
launching both the next slide, and the text for the next slide. Or you could
also make a narrow navigation frame at the top or bottom with links to
advance both frames, plus a link to bring users back to the start of the
PowerPoint. You could also include a link to the native files, especially
the Word file in case people prefer to print out the notes to read them on
paper while watching the PowerPoint.
If you decide to make the navigation frame be sure to still edit the links
on the PowerPoint slides, or else users that click there will advance to the
next slide, but not the text for the next slide.
