Either or neither, depending. A company might also have a Support team, or a
Documentation team separate from marketing or engineering where tech writers
could go.

I think the resolution to this question also depends on which team can or
can't support the head count, and which managers need to fill up (or slim
down) their org chart. I've always preferred working with engineering, and
there are sound reasons for having tech writers work in engineering
(chiefly, documentation creation is a lot more like development work than
marketing work), but you will probably hear good reasons for working under
marketing as well. There is probably some past discussion of this in the
techwr-l archives.
