It turns out that this is what my friend was supposed to do -- peel off the backing, ignoring the notes from FedEx, and stick it on the box. So I suppose part of the blame goes to FedEx now, for having an unnecessary "do not remove" warning on the airbill.

It seems that you are supposed to peel off the adhesive backing and stick it on the package, but to do that, you must remove two pieces of the Airbill/Billable Stamp that say "For FedEx Use Only: Please Do Not Remove."
