Robohelp and Hebrew

I would like to know whether it is possible to include Hebrew in WinHelp
files created using Robohelp, and if so how one would go about doing so.
We work in a non-Hebrew environment (only standard Windows 2000) but
have been requested to translate a limited amount of help (just that
most likely to be used by operators) into Hebrew. The translation itself
is not too much of problem but the technical issues are quite daunting.
