Kim, quite frankly, if you've been paid for your work to date,
I'd do something bold like saying (the next time you talk to
them):

"I appreciate that you're planning to get it to me. Just a heads
up, after June 1st I'm entering a very busy period myself and I
may be delayed in making the changes by up to three weeks."

Because, really, they can't expect you to sit around on your butt
and not take other contracts because they might sometime get back
to you! And it sounds like they're putting this part of the project
on the back burner because they're busy and on a deadline and <insert
excuse here.> But you have a job to do too.

I've done this twice. Once I had the reviewed copy within a week,
once the guy said, "So if we can't get it to you by the end of
August we should look for somebody else?" and I cheerfully said,
"Yes, that would be best, since the agreed time frame was the end
of June and I'm starting other projects soon." You have to be ready
for it to end either way, but I was happy both times.
